[ Proclamation No. 636, August 30, 1990 ]

DECLARING THE EXISTENCE OF A STATE OF PUBLIC CALAMITY IN THE PROVINCE OF ABRA

WHEREAS, the Secretary of National Defense and Chairman, National Disaster Coordinating Center, recommends the declaration of a state of public state calamity in the province of Abra which suffered heavy losses to public and private properties as a result of the July 16, 1990 earthquake;

WHEREAS, the Provincial Disaster Coordinating Council in Abra reported that nine (9) towns were badly affected by the earthquake and that the upland towns had been isolated due to massive landslides, road cut-offs and swelling of the Abra River;

WHEREAS, damage to infrastructures such as roads, bridges and school buildings was initially estimated at P64 million; and

WHEREAS, the declaration of a state of public calamity will not only facilitate the delivery of additional relief and rehabilitation services in Abra but will also entitle the affected members to avail of loans from lending institutions like the GSIS and SSS to rebuild their destroyed houses, replant and engage in livelihood projects for self-sufficiency;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by the law, do hereby declare that a state of public calamity exists in the province of Abra.ℒαwρhi৷

All departments and other government agencies concerned are hereby directed to implement and execute relief and rehabilitation work in accordance with existing operational plans and directives and orders issued in connection with calamities.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
