[ Proclamation No. 610, July 3, 1990 ]

DECLARING THE EXISTENCE OF A STATE OF PUBLIC CALAMITY IN THE PROVINCES OF LA UNION, PANGASINAN AND ILOCOS NORTE AND THE CITIES OF DAGUPAN, SAN CARLOS AND LAOAG IN REGION I WHICH WERE HIT BY TYPHOON “BISING.”

WHEREAS, according to the Secretary of National Defense and Chairman, National Disaster Coordinating Council, the aforementioned three provinces and three cities suffered the brunt of typhoon “Bising” as reported by the Regional Disaster Coordinating Council;

WHEREAS, apart from the irreparable loss of human lives and numerous cases of persons injured and/or missing, typhoon “Bising” inflicted damage to properties, particularly on houses and infrastructures, agricultural crops, livestock and fisheries;

WHEREAS, the estimated cost of damages is ?137,106,350.00; and

WHEREAS, an early declaration of a state of public calamity in the aforesaid provinces and cities of Region I will ensure the expeditious delivery of relief and rehabilitation services by the concerned agencies;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby proclaim that a state of public calamity exists in the Provinces of La Union, Pangasinan and Ilocos Norte and the Cities of Dagupan, San Carlos and Laoag in the Region I.

All departments and other government agencies concerned are hereby directed to implement and execute relief and rehabilitation work in accordance with existing operational plans and directives and orders issued in connection with calamities.ℒαwρhi৷
