[ Proclamation No. 561, April 30, 1990 ]

DECLARING THE MONTH OF MAY OF EVERY YEAR AS INDUSTRIAL PEACE MONTH

WHEREAS, it is the policy of the State to promote the principle of shared responsibility between workers and employers and the preferential use of voluntary modes in settling disputes between them and promote mechanisms that allow workers to participate in policy and decision making processes affecting their rights and benefits;

WHEREAS, workers and employers strive to attain and maintain harmony and peace by exercising maximum restraint in the use of strikes and lockouts as their ultimate weapons;

WHEREAS, the collective consciousness and efforts of both public and private sectors will further enhance the promotion and maintenance of constructive and positive cooperation at all levels of the enterprise;

WHEREAS, the government recognizes that initiative of non-government organizations, which have taken active role along this line, resulted in positive developments;

WHEREAS, there is an urgent need to focus national attention on the vital and crucial importance of industrial stability and peace in the attainment of economic recovery and political stability;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the month of May of every year as “Industrial Peace Month.” The Secretary of Labor and Employment in coordination with the concerned sectors is hereby directed to prepare appropriate plan of activities to highlight the significance of the occasion.
