[ Proclamation No. 523, February 7, 1990 ]

DECLARING THE EXISTENCE OF A STATE OF PUBLIC CALAMITY IN THE PROVINCES OF CAGAYAN, ISABELA, NUEVA VIZCAYA AND QUIRINO

WHEREAS, the Regional Disaster Coordinating Council of Region II reported that 61,000 hectares planted to rice and corn crops in the aforementioned provinces have been affected/damaged by drought resulting in a huge production loss of ?412.48 M;

WHEREAS, economic hardships now prevail in the farming communities depriving some 46,015 families of their means of livelihood;

WHEREAS, adding to the complexity of the situation is the scarcity of agricultural products and implements which tend to aggravate the occurrence of hoarding and price increases;

WHEREAS, according to the Secretary of National Defense, Chairman of the National Disaster Coordinating Council, the declaration of a state of public calamity in said areas will enable the concerned agencies of the government to provide adequate measures that will immediately help the affected farmers;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby proclaim that a state of public calamity exists in the provinces of Cagayan, Isabela, Nueva Vizcaya and Quirino.ℒαwρhi৷

All departments and other government agencies concerned are hereby directed to implement, and execute relief and rehabilitation work in accordance with existing operational plans and directives and orders issued in connection with calamities.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
