MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Proclamation No. 354, December 14, 1988 ] CALLING THE CONGRESS OF THE PHILIPPINES TO A SPECIAL SESSION TO CONSIDER LEGISLATIONS FOR THE IMPLEMENTATION OF ARTICLE X, SECTIONS 18 AND 19, OF THE CONSTITUTION. I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby call the Congress of the Philippines to a special session from January 9 to January 13, 1989 to consider and pass the organic acts for the autonomous regions in Mindanao and the Cordilleras in compliance with Article X, Sections 18 and 19, of the Constitution.
