BY THE PRESIDENT OF THE PHILIPPINES

[ Proclamation No. 308, August 15, 1988 ]

AUTHORIZING THE PHILIPPINE SPECIAL OLYMPICS FOUNDATION, INC., TO CONDUCT A NATIONAL EDUCATIONAL AND FUND CAMPAIGN FOR A PERIOD OF ONE YEAR.

WHEREAS, there are more than 1.7 million mentally-retarded children and adults in the Philippines, and every year at least 30,000 children are born to become mentally-retarded;

WHEREAS, 98% of the mentally-retarded have potentials for growth and development and of becoming useful citizens of the country provided they are given the proper help early enough;

WHEREAS, Special Olympics is the worlds largest and fastest growing program of physical training, sports and recreation for the mentally-retarded, under the auspices of the Special Olympics International, Inc.;

WHEREAS, the Philippine Special Olympics Foundation, Inc., as the only accredited national organization in the country by Special Olympics International, has, since 1978, helped scores of mentally-retarded Filipinos and their families through a systematic program of year-round training: olympic-type games at various levels and participation in international games; personnel development; establishment of Special Olympics organization; and public education; and

WHEREAS, the noble and praiseworthy mission of this Foundation deserves the continued financial and moral support of the public;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby authorize the Philippine Special Olympics Foundation, Inc., to conduct a national educational and fund campaign for a period of one year effective upon the promulgation of this Proclamation.1aшphi1

Contributions or gifts actually paid or made within the taxable year to the Foundation shall be governed by the provisions of Section 30, par. (h) of the National Internal Revenue Code as amended by Executive Order No. 37, dated July 31, 1986, and renumbered as Section 29, under Executive Order No. 273, dated July 25, 1987.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
