Antonio Buenaventura as National Artists. PROCLAMATION NO. 265 Proclamation No. 265, s. 1988 Signed on June 6, 1988 WHEREAS, such preeminent achievements deserve the recognition and acknowledgment of our Government in pursuit of its policy of preserving and developing Filipino culture and a national identity; and WHEREAS, the category known as National Artist was created under Proclamation No. 1001, dated April 27, 1972, and since then, nineteen artists have been proclaimed, each one having produced a body of works that has enhanced the Filipino’s cultural heritage; WHEREAS, the Constitution provides for State patronage of the arts and letters; WHEREAS, the works and achievements of Ms. Lucrecia R. Urtula and Col. Antonio Buenaventura are reflective of this preeminent excellence, and of that national genius that contributes to the artistic heritage of the Philippines and the world;
