[ Proclamation No. 51, December 12, 1986 ]

APPROVING AND ADOPTING THE MEDIUM-TERM PHILIPPINE DEVELOPMENT PLAN FOR 1987 TO 1992, INCLUDING THE SUPPORTIVE REGIONAL DEVELOPMENT PLANS AND INVESTMENT PROGRAMS.

WHEREAS, consonant with the development efforts of Government, Memorandum Circular No. 4, dated March 18, 1986, directed the formulation of the Medium-Term Philippine Development Plan for 1987 to 1992 to guide development efforts in both public and private sectors for the six year period from 1987 to 1992;

WHEREAS, The Medium-Term Philippine Development Plan for 1987 to 1992 was duly formulated with the participation of the public sector in consultation with the private sector at both national and regional levels;

WHEREAS, the approval the Medium-Term Philippine Development Plan for 1987 to 1992 has been favorably endorsed by the Cabinet Steering Committee on Development Plan Formulation and the National Economic and Development Authority Board;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby proclaim the approval and adoption of the Medium-Term Philippine Development Plan for 1987 to 1992, including the supportive Regional Development Plans and Investment Programs.

Pursuant to this Proclamation:

1. The National Economic and Development Authority shall coordinate and monitor the implementation of the Plan by various government agencies with the participation of local governments and non-governmental organizations. It shall likewise coordinate the Plan’s periodic assessment and updating.

2. The National Economic and Development Authority Director-General is hereby authorized upon consultation with the President to issue such memoranda, circulars or other orders as may be considered necessary or advisable in the coordination and monitoring of the Plan’s implementation as well as in its assessment and updating. For these purposes, the National Economic and Development Authority Director- General may create the appropriate inter-agency committees.1aшphi1

3. The Ministry of Budget and Management shall provide the necessary budgetary support to the Plan’s implementation, monitoring, assessment and updating.

4. Business establishments, industries and other concerns in the private sector are exhorted to lend support to the implementation of the Plan by aligning and coordinating their activities thereto, as far as practicable, in the light of their respective objectives.
