MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Proclamation No. 37, October 20, 1986 ] AMENDING SECTION 14 OF PROCLAMATION NO. 9 In consonance with Proclamation No. 36, I, CORAZON C. AQUINO, President of the Philippines, do hereby order: Section 1.Section 14 of Proclamation No. 9 is hereby amended to read as follows: “Section 14. Ratification. – The Commission on Elections shall fix the date of the plebiscite for ratification or rejection of the proposed Constitution which shall not be earlier than ninety (90) days but not later than one hundred twenty (120) days following submission to the President.
