[ Proclamation No. 36, October 20, 1986 ]

AMENDING SECTION 5, ARTICLE V OF PROCLAMATION NO. 3

WHEREAS, to enable the people to have ample opportunity to study and discuss the provisions of the New Constitution and to vote intelligently thereon, it is necessary that its submission for ratification be deferred to a later date;

WHEREAS, as the Constitutional body in charge of handling the plebiscite on the proposed Constitution, it is necessary that the Commission on Elections fix the date thereof;

NOW, THEREFOR, I, CORAZON C. AQUINO, President of the Philippines, do hereby order:

Section 1. Section 5, Article V of Proclamation No. 3, is hereby amended to read as follows:

Section 5. The New Constitution shall be presented to the President. It shall become valid and effective upon ratification by a majority of the votes cast in a plebiscite which shall be held on a date to be determined by the Commission on Elections.1aшphi1 Such date shall not be earlier than ninety (90) days but not later than one hundred twenty (120) days following submission to the President.”
