[ Proclamation No. 27, September 4, 1986 ]

DECLARING SEPTEMBER 14 AND EVERY SECOND SUNDAY OF SEPTEMBER THEREAFTER AS “ALAY LAKAD PARA SA KABATAAN DAY.”

WHEREAS, the development of Filipino youth is a national concern which requires high priority particularly in our current economic and social situation;

WHEREAS, out of 56 million Filipinos, more than 50% are children and youth 18 years old and below;

WHEREAS, this high percentage of youth indicates a tremendous reservoir of human resource that can be mobilized for development; and

WHEREAS, the public and private sectors are committed to promote the well-being of our youth to enable them to participate in meaningful ways to achieve growth and development of families, communities and nation;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare September 14 and every second Sunday of September thereafter as “Alay Lakad Para sa Kabataan Day.” I enjoin all government and private agencies and organization engaged in youth development to increase their efforts and contribute their resources towards the full economic and social development of our youth, particularly the disadvantaged, and to support “Alay Lakad Para Sa Kabataan” in every way possible.1aшphi1
