[ Proclamation No. 12, May 14, 1986 ]
AUTHORIZING THE NATIONWIDE MEMBERSHIP AND FUND CAMPAIGN OF THE PHILIPPINE NATIONAL RED CROSS FOR THE YEAR 1986 AND EVERY YEAR THEREAF TER.
WHEREAS, under Presidential Decree No. 1643 dated October 1, 1979, the Philippine National Red Cross is the duly constituted voluntary organization officially designated to assist the Republic of the Philippines in discharging the obligations set forth in the Geneva Conventions and to perform such other duties as are incumbent upon a National Red Cross Society;
WHEREAS, in the 39 years of its existence as a National Red Cross Society, the Philippine National Red Cross has proved itself as an effective auxiliary to the government in the field of relief, health and welfare;
WHEREAS, the aforesaid Decree directs that the Philippine National Red Cross shall be financed primarily by contributions obtained through solicitation campaigns throughout the year;
NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby authorize the nationwide membership and fund campaign of the Philippine National Red Cross for the year 1986 and every year thereafter.
I hereby enjoin all citizens and residents of the Philippines, irrespective of nationality or creed, to give generously and participate in this humanitarian endeavor.1aшphi1
All national and local officials are hereby authorized to accept fund raising responsibilities and take the initiative and assume active leadership in the Red Cross membership and fund campaign in their respective communities.
IN WITNESS WHEREOF, I have hereunto set my hand and cause the seal of the Republic of the Philippines to be affixed.
