ESTABLISHING AS WATERSHED FOREST RESERVATION FOR THE PURPOSE OF PROTECTING, MAINTAINING, OR IMPROVING ITS WATER YIELD AND PROVIDING A RESTRAINING MECHANISM FOR INAPPROPRIATE FOREST EXPLOITATION AND LAND-USE, A PARCEL OF LAND IN THE PROVINCES OF SULTAN KUDARAT AND SOUTH COTABATO, ISLAND OF MINDANAO, PHILIPPINES.

WHEREAS, water supply is indispensable to the socio-economic development and well-being of Allah Valley;

WHEREAS, it is necessary to protect and properly manage the watershed of Allah Valley, particularly the upper reaches and tributaries of Allah river in order to maintain or improve its water supply and to restrain inappropriate forest exploitation and land-use;

WHEREAS, reserving the said land for watershed purposes is in the best interest of the public;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, upon recommendation of the Minister of Natural Resources and in accordance with Section 1 of Republic Act 3891, do hereby withdraw from sale and settlement and set aside as watershed forest reserve, subject to private rights, if there be any, and to the operation of previous proclamations reserving any portion thereof for specific purposes, a parcel of land located in the Municipalities of Isulan, Banga, Surallah, and Kiamba, Province of Sultan Kudarat and South Cotabato more particularly described as follows:

Beginning at Corner 1, a point at the bank of Allah River which is 1,850 meters S 58° 30’E of Corner 1 of Alienable or disposable land Block I Proj. 4 (LC Map No. 1922) and with longitude 124° 38’E and latitude 6° 26? 49? in the Province of South Cotabato;

Thence S 43° 30’E, 1,250 meters to Corner 2, a point on east of Isuland provincial road;

Thence N 73° 00’E 1,690 meters to Corner 3, a point on ground;

Thence N 52° 00’E 1,300 meters to Corner 4, a point on ground;

Within the reservation are the following lands that have been designated earlier for specific purposes:

a. Lake Sebu Watershed Forest Reserve

b. Tasaday-Manubo Special Forest Reserve (Partial)

c. National Cultural Minorities Settlement (Tagbili (PANAMIN) Reservation-CR— 119 (Proc. No. 697.)

d. Datu Ma Falen Civil Reservation

e. Alienable or Disposable lands enclosed herein which may be disposed of in accordance with the public land law are the following:

The Ministry of Natural Resources, thru the Bureau of Forest Development shall administer and manage the reservation, in coordination with other agencies of the government with the objective of maintaining its usefulness as a source of water for agriculture, domestic, industrial and other uses, and to protect against forest exploitation and land-use that would induce sever soil erosion, sedimentation, and excessive surface runoff resulting to serious damages downstream.
