DECLARING SATURDAY, SEPTEMBER 14, 1985, AS A NON-WORKING SPECIAL PUBLIC HOLIDAY IN THE MUNICIPALITY OF SARRAT, PROVINCE OF ILOCOS NORTE, TO HONOR THE LATE HONORABLE CORNELIO BALMACEDA, FORMER SECRETARY OF COMMERCE AND INDUSTRY

WHEREAS, the birth anniversary of the late Honorable Cornelio Balmaceda, former Secretary of Commerce and Industry, will be observed on September 14, 1985;

WHEREAS, on this day will mark the formal opening and inauguration of the Balmaceda Museum that will house the memorabilia of the illustrious Secretary whose distinguished career and unblemished record as a public servant is most outstanding and most respected in the Philippines, one of the pioneers in upgrading our laws affecting commerce and industry to our then young nation which is worthy of emulation;

WHEREAS, the Sangguniang Bayan of Sarrat, Ilocos Norte, in recognition of his achievements has joined the heirs together with the people of Sarrat to extend and convey the honors and testimonials to the late Secretary Cornelio Balmaceda.

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare Saturday, September 14, 1985, as a non-working special public holiday in the Municipality of Sarrat, Province of Ilocos Norte, to honor the late Honorable Cornelio Balmaceda, former Secretary of Commerce and Industry.
