PROCLAMATION NO. 2040

CALLING THE INTERIM BATASANG PAMBANSA TO CONVENE AS A CONSTITUENT ASSEMBLY TO PROPOSE AND CONSIDER AMENDMENTS TO THE CONSTITUTION

WHEREAS, recent developments in our political life necessitate the amendment of certain provisions of our fundamental law so as to make it more responsive to the requirements of peaceful and orderly growth;

WHEREAS, such amendments of the Constitution are of crucial importance to national development and may be instituted through the Batasang Pambansa immediately as a constituent assembly;

WHEREAS, the Batasang Pambansa has in fact requested that it be called by the President to convene as a constituent assembly to propose and consider amendments to the Constitution;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me under Section 15, Article XVII of the Constitution, do hereby call the Interim Batasang Pambansa to convene as a constituent assembly on December 8, 1980, at 5:00 o’clock in the afternoon, to consider resolutions proposing certain amendments to the Constitution, and to continue as such constituent assembly until December 19, 1980.

Until the officers thereof have been elected, the Speaker shall temporarily preside over its initial session.ℒαwρhi৷

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
