PROCLAMATION NO. 2036-A
ESTABLISHING AS RESERVATION OF PNOC ENERGY DEVELOPMENT CORPORATION FOR GEOTHERMAL EXPLORATION, EXPLOITATION AND DEVELOPMENT THE PARCEL OF LAND SITUATED IN THE PROVINCES OF ALBAY AND SORSOGON, ISLAND OF LUZON AND PROHIBITING LOGGING ACTIVITIES WITHIN THE RESERVATION
WHEREAS, geothermal energy constitutes one of the country’s principal sources of energy owing to the proven abundance of geothermal resources in the country;
WHEREAS, PNOC Energy Development Corporation is massively undertaking the exploration and development of geothermal resources and has identified parts of the provinces of Albay and Sorsogon as potential geothermal area;
WHEREAS, the denudation of forest decreases the life of geothermal areas;
WHEREAS, it is essential to conserve the country’s geothermal resources by preserving the forest covers of geothermal fields.
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, do hereby reserve for the use of the PNOC Energy Development Corporation for geothermal exploration, exploitation and development, subject to private rights, if any there be, the certain parcel of land situated in Manito, Albay and Bacon, Sorsogon, as shown in the attached map, more particularly described as follows:
Beginning at point “A” whose geographic position is 13°-04’-00” north latitude and 123°-49’-00” east longitude located at the Municipality of Manito, Province of Albay;
Thence along the shore to point “B” whose geographic position is 13°-04’-00
north latitude and 124°-00’-00” east longitude; Located at the Municipality of Bacon, Province of Sorsogon;
Thence, due south to point “C” whose geographic position is 13°-00’-00” north latitude and 124°-00’-00” east longitude, located at the Municipality of Sorsogon, Province of Sorsogon;
Thence, westward to point “D” whose geographic position is 13°00’-00” north latitude and 123°-49’-00” east longitude, located at the Municipality of Castilla, Province of Sorsogon;
Thence, northward to point “A” which is the point of beginning containing an approximate area of Twenty-Five Thousand (25, 000) hectares.
The said parcel of land is hereby placed under the administration of the PNOC Energy Development Corporation.
All logging activities within the reservation are prohibited and all permits and licenses for logging operations in the area which have been previously issued are hereby revoked.
All order, proclamations, rules and regulations inconsistent herewith are hereby repealed and modified accordingly.
IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
