PROCLAMATION NO. 2000

RESERVING FOR DEVELOPMENT INTO FAMILY-SIZE FISHPONDS IN REGION IX UNDER THE MANAGEMENT AND ADMINISTRATION OF THE SOUTHERN PHILIPPINES DEVELOPMENT AUTHORITY CERTAIN PARCELS OF LAND OF THE PUBLIC DOMAIN SITUATED IN VITALI, ZAMBOANGA CITY TO BE KNOWN AS THE BAGONG LIPUNAN FISHPOND ESTATE I

WHEREAS, the Southern Philippines Development Authority (SPDA), under Presidential Decree No. 1703, is mandated to initiate and undertake economic activities to accelerate the development of Southern Philippines;

WHEREAS, Region IX’s economic activities have been greatly affected by the peace and order conditions, thereby causing economic dislocation and depriving livelihood sources for its inhabitants and former dissidents returning to the folds of the law;

WHEREAS, livelihood, centers have been established in this region to improve the quality of life of the people through the development of its marine and inland areas for food production;

WHEREAS, to effectively carry out its objectives, it is imperative that certain parcels of land in Region IX be made available for the development of a fishpond estate to be subdivided into family-size fishponds for the culture of bangus, sugpo and other aquatic species in Vitali, Zamboanga City, under the management and administration of the SPDA in cooperation with the Bureau of Fisheries and Aquatic Resources (BFAR);

WHEREAS, the SPDA under Section 7 of Presidential Decree No. 1703, is “empowered and authorized to hold, administer, utilize, encumber or otherwise deal with such land” in the pursuit of its objectives;

NOW, THEREFORE, upon recommendation of the Ministry of Human Settlements and by virtue of the powers vested upon me by law, I, FERDINAND E. MARCOS, President of the Philippines, do hereby withdraw from the sale or settlement, reserve for, and cede to the SPDA for the purposes hereinabove mentioned, subject to private rights, if any there be, certain parcels of land of the public domain situated in Vitali, Zamboanga City, particularly described hereinafter, and direct the Bureau of Lands, Bureau of Forestry and the Land Registration Commission, to convey, upon their verification and certification, the corresponding title to the SPDA; to wit:
