MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO. 1997 SETTING THE DATE FOR THE HOLDING OF A PLEBISCITE TO DECIDE THE CREATION OF THE MUNICIPALITY OF DON MARIANO MARCOS, PROVINCE OF ZAMBOANGA DEL SUR. WHEREAS, Batas Pambansa Bilang 60, approved on March 27, 1980, provides for the creation of the Municipality of Don Mariano Marcos, Province of Zamboanga del Sur, out of the barangays of Sominot, Libertad, Baroboan, Datagan, Lomangoy, and Bulanay in the Municipality of Midsalip; Santo Niño, San Miguel, and Rizal in the Municipality of Ramon Magsaysay; Lantawan and Upper Sicpao in the Municipality of Mahayag; Tungawan and New Carmen in the Municipality of Dumingag; Pecturan and Bagong Baroy in the Municipality of Tukuran, all within the Province of Zamboanga del Sur; WHEREAS, the aforesaid law also provides that a plebiscite shall be held in the areas affected within a period of one hundred twenty (120) days from the approval of the said Act, to determine whether the barangays specified therein shall become a new municipality to be known as the Municipality of Don Mariano Marcos; NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, and pursuant to Batas Pambansa Bilang 60, do hereby direct the following: (1) On Sept. 22, 1980 a plebiscite shall be held in the barangays of Sominot, Libertad, Baroboan, Datagan, Lomangoy, and Bulanay in the Municipality of Midsalip; Santo Niño, San Miguel, and Rizal in the Municipality of Ramon Magsaysay; Lantawan and Upper Sicpao in the Municipality of Mahayag; Tungawan and New Carmen in the Municipality of Dumingag; Pecturan and Bagong Baroy in the Municipality of Tukuran, all within the Province of Zamboanga del Sur, to determine whether the said barangays shall become a new municipality to be known as the Municipality of Don Mariano Marcos, Province of Zamboanga del Sur. (2) The Commission on Elections shall supervise the conduct of the aforesaid plebiscite and shall promulgate the rules and regulations necessary to implement this proclamation.
