PROCLAMATION NO. 1940

DECLARING JANUARY 29 TO 31, 1980 AS SPECIAL PUBLIC HOLIDAYS

WHEREAS, Batas Pambansa Blg. 52 set the holding of local elections throughout the country on Wednesday, January 30, 1980; and

WHEREAS, since this is the first local election since 1971, there is a need to give the people ample opportunity to return to their permanent places of residence to enable them to register, participate actively in the discussion of issues and vote in the coming local elections, to insure that the results of the election will be truly reflective of the will of the people;  NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare January 29 to 31, 1980 as special public holidays, provided, that teachers and other officials or employees who are by law required to assist in the conduct of elections shall stay in their respective stations; and provided, further, that the participation of government officials and employees in the discussion of election issues shall be subject to civil service law, rules and regulations.
