MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ MEMORANDUM ORDER NO. 303, September 29, 2009 ] REQUEST FOR THE CONCURRENCE OF THE PRESIDENT OF THE REPUBLIC OF THE PHILIPPINES IN THE DEPUTATION OF THE ARMED FORCES OF THE PHILIPPINES, THE NATIONAL POLICE COMMISSION AND THE PHILIPPINE NATIONAL POLICE FOR THE PURPOSE OF ENSURING FREE, ORDERLY, HONEST, PEACEFUL AND CREDIBLE CONDUCT OF THE SEPTEMBER 26, 2009 PLEBISCITE TO RATIFY THE CREATION OF BARANGAY UPPER PUGAAN IN THE MUNICIPALITY OF DITSAAN-RAMAIN, PROVINCE OF LANAO DEL SUR, PURSUANT TO MUSLIM MINDANAO AUTONOMY ACT (MMAA) No. 186 Pursuant to Section 2, (4)(c), Article IX of the Constitution, I, GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, do hereby concur with Resolution No. 8664 of the Commission on Elections (COMELEC), both promulgated on 2 September 2009, deputizing the Armed Forces of the Philippines (AFP), the National Police Commission (NAPOLCOM) and the Philippine National Police (PNP), for the purpose of ensuring free, orderly, honest, peaceful and credible conduct of the September 26, 2009 plebiscite to ratify the creation of Barangay Upper Pugaan in the Municipality of Ditsaan-Ramain, Province of Lanao del Sur, pursuant to Muslim Mindanao Autonomy Act (MMAA) No. 186. The foregoing law enforcement agencies and other concerned agencies are hereby directed to coordinate and cooperate with the Commission on Elections in the performance of their duties and functions.
