[ Memorandum Order No. 414, January 14, 1992 ]

CREATING THE TASK FORCE ON THE POWER CRISIS IN MINDANAO

WHEREAS, there exists the urgent need to alleviate the difficulties suffered by the constituents of Mindanao due to the prevailing power shortage; and

WHEREAS, the efforts of the Government should be integrated in order to address the critical consequences of the power shortage;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippine, by virtue of the powers vested in me by law, do hereby order:

Section 1. There is hereby created the Task Force on the Power Crisis in Mindanao under the Office of the President to be composed of the following:

Franklin M. Drilon Executive Secretary	Chairman
Aquilino Q. Pimentel, Jr. Senator	Co-Chairman
Wenceslao R. de la Paz Executive Director Office of Energy Affairs	Member
Victor O. Ramos Undersecretary Department of Environment and Natural Resources	Member
Pablo V. Malixi President National Power Corporation	Member
Representative of the MINDAPOWER	Member
Representative of the SALAM (Save Lake Lanao Movement)	Member
Representatives of the Private Sector to the Regional Development Councils of the Four (4) Regions in Mindanao	Member

Section 2. The Task Force shall have the following functions:

a. Identify the short-term and long-term solutions to the power crises in Mindanao;

b. Formulate measures for the immediate implementation of the short-term solutions; and

c. Recommend courses of action to be taken in connection with the long-term solutions.

Section 3. The Presidential Management Staff, Office of the President, shall provide the appropriate technical and secretarial support to the Task Force.ᇈWᑭHIL>

Section 4. The Task Force is authorized to call upon any department, bureau office, agency or any instrumentality of the Government, including government-owned and controlled corporations, for such assistance as it may need in discharging its functions.

Section 5. This Memorandum Order shall take effect immediately.
