[ MEMORANDUM CIRCULAR NO. 34, March 05, 2003 ]

AUTHORIZING GOVERNMENT OFFICIALS AND EMPLOYEES TO ATTEND ON OFFICIAL BUSINESS THE BASIC VALUE SEMINAR-SERIES FOR GOVERNMENT EMPLOYEES TO BE CONDUCTED BY THE PHILIPPINE GOVERNMENT EMPLOYEES ASSOCIATION IN LINE WITH THE MORAL RECOVERY PROGRAM OF THE GOVERNMENT

In line with the government's policy to promote good governance and provide a responsible workforce, a nationwide campaign to promote righteousness in the public service through the conduct of a Basic Values Seminar-Series for Government Employees to be spearheaded by the Philippine Government Employees Association (PGEA) together with other government institutions, employees' organizations as well as CIVIC organizations working on similar values enhancement and moral recovery program for a strong public service. The initial Seminar-Series is scheduled on March 13 to 14 and April 24 to 25, 2003 at the Mabini Hail, Malacanang, Manila.

The seminar aims to pursue and enhance the Moral Recovery Program in the bureaucracy where government employees recognize their responsibility to participate in uplifting the moral standards and contribute to nation building.

It also aims to promote basic values of good citizenship towards the vision of a just humane society as enshrined in the 1987 Philippine Constitution and provide a venue for the effective implementation of a values based formation essential to effective and successful governance in close partnership between citizens and Government.1âшphi1

In this connection, all Government Offices including Local Government Units. Government-Owned and Controlled Corporations, State Universities, and Colleges are hereby authorized to send participants from both Management and the Rank and File Employees/Association to the seminar-series and coordinate with the PGEA.

In Line with the priority program of government on Moral Recovery, all government Offices specially the Department of Labor and Employment (DOLE), Civil Service Commission (CSC), Department of Education (DepEd) and Department of Trade and Industry (DTI) are requested to extend the necessary support for the successful conduct of the Seminar-Series for government employees.
