[ Memorandum Circular No. 11, September 18, 1998 ]

In view of the continuous heavy rains and flooding of the streets, work in all government offices, including government owned and controlled corporations, are hereby suspended effective 3:30 o clock p.m. today. Government agencies performing vital functions shall, however, maintain a skeletal work force to continue their operations.1âшphi1

This Circular takes effect immediately.
