[ Memorandum Circular No. 7, September 3, 1992 ]

REQUIRING ALL HEADS OF NATIONAL AGENCIES, INCLUDING GOVERNMENT-OWNED OR CONTROLLED CORPORATIONS, TO COMPLY STRICTLY WITH THE PROVISIONS OF ADMINISTRATIVE ORDER NO. 265 DATED JANUARY 31, 1992 DIRECTING THE CONTINUED ADOPTION OF ECONOMY MEASURES FOR CALENDAR YEAR 1992

WHEREAS, the economy measures prescribed in the aforesaid Administrative Order were envisioned to hasten the achievement of the goals of the economic stabilization program for Calendar Year 1992;

WHEREAS, to achieve the aforementioned goals, it is imperative that compliance by all concerned with the provisions of Administrative Order No. 265 be strictly observed.

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby order:

Section 1. All Heads of National Agencies, including government-owned and controlled corporations shall comply strictly with the provisions of Administrative Order No. 265 dated January 31, 1992, a copy of which is attached, for ready reference.1aшphi1

Section 2. Furthermore, in connection with requests for exemptions from the prohibition relative to foreign travels of officials and employees of all national government agencies, including government-owned or controlled corporations, and local government units, all heads of said agencies, corporations and local government units are directed to abide by the reportorial requirements mandated by Executive Order No. 401 entitled “Rules and Regulations and Authorized Allowances Covering Official Travel Abroad of Government Personnel Under the Category of Conferences, Special Missions, and Other Non-Study Trips,” issued on 26 April 1990, and Administrative Order No. 230 entitled: “Amending Administrative Order No. 224, series of 1991, Directing the Continued Adoption of Certain Economy Measures for Fiscal Year 1991,” copies of which are likewise attached hereto.

Section 3. With respect to the authority delegated to the Secretary of the Interior and Local Government to act upon requests of local officials for permission to travel abroad pursuant to Administrative Order No. 267, the same is hereby modified as to require the prior clearance of the President insofar as requests for permission to travel of provincial governors and mayors of highly urbanized cities or independent component cities are concerned.

All requests for authority to travel abroad shall be submitted to the Office of the President at least ten (10) days before the expected date of departure.

Section. 4 The funding of the Special Account created under Administrative Order No. 268 dated February 7, 1992 from the additional 5% reserves to be imposed on the appropriations of all regular government agencies under the 1992 General Appropriations Act is hereby restated in this Circular for the purpose of ensuring the implementation of the aforementioned Administrative Order No. 268.

Section 5. Finally, all heads of government agencies who, to date, have not complied with Section 6 of Administrative Order No. 265 are hereby strongly directed to submit a report on the estimated sayings generated from such measures to the Office of the President through the Department of Budget and Management within sixty (60) days from the issuance of this Circular.

Section 6. Failure to comply with the provisions of this Memorandum Circular shall be grounds for the filing of administrative charges against the erring agency head, government official or employee.

Section 7. All other issuances inconsistent with this Memorandum Circular are hereby repealed and/or modified accordingly.

Section 8. This Memorandum Circular shall take effect immediately.
