[ Memorandum Circular No. 851, June 2, 1973 ]

REQUIRING ALL DEPARTMENTS, AGENCIES, BUREAUS, OFFICE AND OTHER GOVERNMENT INSTRUMENTALITIES TO COORDINATE WITH THE NATIONAL INTELLIGENCE AND SECURITY AUTHORITY ALL PROPOSED AGREEMENT, CONFERENCES, AND OTHER ARRANGEMENTS WITH FOREIGN GOVERNMENTS AND/OR ENTITIES.

WHEREAS, it has been observed that certain foreign countries and/or entities are aggressively undertaking initiatives vis-à-vis the Philippines to further their interests;

WHEREAS, there is a need to coordinate Philippine response to these initiatives to serve the interest of national security;

WHEREAS, the NISA has been tasked to “Act as clearing authority for Philippine participation in international conferences and other arrangements with foreign governments affecting national security;”

WHEREFORE, you are hereby directed to inform the NISA of all proposed agreements, conferences, and other arrangements with foreign governments and/or entities and insure the direct participation of the NISA therein.1âшphi1

This Circular Takes effect immediately.
