AUTHORIZING PARTICIPATION OF GOVERNMENT EXECUTIVES IN THE MINDANAO-SULU-PALAWAN REGION IN THE MSU-UP EXECUTIVE DEVELOPMENT PROGRAM.

WHEREAS, the Mindanao State University and the University of the Philippines, in response to a national policy to promote the well-being of cultural communities, have seen it fit to provide opportunities for their own development to enable them to increase their participation in various areas of national life;

WHEREAS, in order to execute this policy, these two universities entered into an agreement whereby in coordination with MSU officials, the UP, through the Philippine Executive Academy, will provide the technical expertise and services in the design and management of an appropriate executive development program for the Mindanao region, with MSU making available the necessary financing assistance;

WHEREAS, an appropriate course of studies has already been designed by the Philippine Executive Academy and is ready to administer the program and the Mindanao State University is now ready with its financial support;

WHEREAS, this Office encourages government agencies to avail of the opportunity offered by these two universities in a joint undertaking to strengthen and reorient manpower on the executive level in the Mindanao region;

WHEREFORE, heads of departments, bureaus and offices of the government, including government-owned or controlled corporations, are hereby encouraged to nominate a senior official based in the Mindanao region to attend the first session at government expense, subject to Academy admission rules and regulations. For this purpose and in the absence of specific appropriations for executive training, the expenses of those admitted to the session are hereby authorized to be taken from the savings of the agencies concerned, provided that in the next fiscal period they may propose the creation of an item up to an amount necessary to cover their continuing staff development programs.1âшphi1
