[ Memorandum Circular No. 636, May 28, 1973 ]

REQUIRING THE CODIFICATION BY GOVERNMENT OFFICES AND AGENCIES OF ALL LAWS AND REGULATIONS GOVERNING OR RELATING TO THEIR FUNCTIONS, ACTIVITIES AND OPERATIONS

WHEREAS, the people find it difficult to understand simple government operations because the relevant laws, rules and regulations, memorandum circulars, orders, etc., are pieces apart to be put together by the interested parties themselves; and

WHEREAS, there is need to codify and update these scattered materials concerning the operations and activities of the various offices for the convenience of the general public as well as to facilitate their amendment or repeal;

WHEREFORE, all heads of departments, bureaus, offices, agencies and instrumentalities of the government including government-owned or controlled corporations, are hereby directed to codify the various laws, orders, rules, regulations, decrees and memorandums governing or pertaining to their functions, activities and operations and submit the codes to the Office of the President, through the corresponding department head for revision and correlation, within thirty (30) days from issuance hereof.⚖ - ℒαɯρhi৷

The codification shall be by subject matters, like customs, forestry, fisheries, etc.
