[ Memorandum Circular No. 631, April 18, 1973 ]

AUTHORIZING ALL CONCERNED TO NEGOTIATE THE TRANSFER OF DISPOSABLE SCRAP IRON WITH AND IN FAVOR OF STEEL PRODUCING COMPANIES WHICH ARE UNDER GOVERNMENT MANAGEMENT AND DESIGNATED BY THE PRESIDENTIAL STEEL COMMITTEE.

In view of the present scarcity of scrap iron for the manufacture of steel bars which are used for construction purposes, all heads of departments, bureaus, offices, agencies and instrumentalities of the Government, including government-owned or controlled corporations which may have disposable scrap iron in their possession,  are hereby authorized to negotiate the transfer of such scrap iron with and in favor of steel-producing companies which are under government management and designated by the Presidential Steel Committee.

It is understood that the transfer of such scrap iron shall be subject to the terms and conditions which may be agreed upon between the partied concerned.⚖ - ℒαɯρhi৷

This Circular takes effect immediately.
