PRESCRIBING GUIDELINES FOR THE ORGANIZATION OF THE CIVIL SERVICE COMMISSION AND THE COMMISSION ON AUDIT OUT OF THE PRESENT CIVIL SERVICE COMMISSION AND THE GENERAL AUDITING OFFICE.

WHEREAS, under the new Constitution, the Civil Service Commission and the Commission on Audit are among the constitutional offices created and to be organized; and

WHEREAS, before the adoption and affectivity of the new Constitution, the predecessors of the above-mentioned offices are the Civil Service Commission and the General Auditing Office, respectively, with incumbent heads and personnel;

NOW, THEREFORE, I, ALEJANDRO MELCHOR, Executive Secretary, by order of the President of the Philippines, do hereby prescribe the following guidelines in the transition and organization of the Civil Service Commission and the Commission on Audit:

1. Pending the complete organization of the Civil Service Commission and the Commission on Audit, the incumbent heads of the existing Civil Service Commission and the General Auditing Office shall continue in office and shall exercise the powers properly appertaining to them.

2. The incumbent Acting Commissioner of Civil Service and Auditor General shall submit to the Office of the President, within two (2) weeks from the date hereof, their recommendations, with draft of implementing orders, on how to organize their respective offices in conformity with the new Constitution.⚖ - ℒαɯρhi৷
