[ Memorandum Circular No. 617, January 20, 1973 ]

REQUIRING ALL HEADS OF DEPARTMENTS, OFFICES AND AGENCIES OF THE GOVERNMENT TO SUBMIT THEIR BUDGET PROPOSALS TO THE PRESIDENT THROUGH THE DEVELOPMENT BUDGET COORDINATION COMMITTEE.

In view of the proximity of the end of the current fiscal year, and in view of the proclamation of the President suspending the convening of the interim National Assembly, the submission of the budget proposals for the forthcoming fiscal year of all department, offices and agencies of the Government to the President for his approval now becomes imperative. Wherefore, all heads of departments, offices, and agencies are directed to submit their respective budget proposals for fiscal Year 1973-1974 to the President through the Development Budget Coordination Committee, composed of the following in accordance with the Integrated Reorganization Plan:

1. The Commissioner of the Budget Chairman
2. The Secretary of Finance Member
3. The Governor, Central Bank of the Philippines Member
4. The Officer-in-Charge Member

National Economic Development Authority

The Development Budget Coordination Committee shall review the budget proposals submitted through it, keeping in mind the need, first to maintain the principles of performance budgeting; second; to encourage larger allocations for capital development projects as against current expenditures, and third, to harmonize conflicting or overlapping claims for resources among the various Departments.

All Budget proposals are to be submitted according to a schedule for the various Departments to be prepared by the Development Budget Coordinating Committee.
