[ Memorandum Circular No. 80, October 12, 1966 ]

ENJOINING ALL HEADS OF DEPARTMENT, BUREAUS, OFFICES AND AGENCIES OF THE NATIONAL AND LOCAL GOVERNMENTS, INCLUDING GOVERNMENT-OWNED AND CONTROLLED CORPORATIONS, TO CONDUCT SEMINARS ON THE PRESIDENT’S FOUR-YEAR ECONOMIC PROGRAM.

The President has just announced a Four-Year Economic Program which encompasses the period from 1967 to 1970. The program is geared be objectives which would put our country on a sound economic footing. Its success, however, would depend upon its acceptance by all those affected by it both in and outside the government, their sympathetic understanding of its objectives and willing cooperation in its implementation. To this end, an information program with the following objectives will be undertaken by the Civil Service Commission:

1. To inform government personnel of the President’s Four-Year Economic Program, Fiscal Year 1967-1970.

2. To enlist the active cooperation and support of government personnel in economic development.1âшphi1

3. To clarify the roles of the various governmental agencies in the implementation of the program.

There is a need to inform government officials and employees of the aspects and implications of this important program of the administration in view of their crucial role in its implementation; likewise, they are -also expected to disseminate information on the program to grassroots as well as to the private sector.

With the assistance of the Presidential Economic Staff, the Commission will conduct a series of seminars for Department Undersecretaries, Bureau Directors, Heads of Offices, and Government Corporation Managers from November 14 to November 21, 1966 in accordance with the attach schedule and program. Sessions will be held at the finance Academy on España Street.

The part at secretaries and bureau or agency heads shall be directly responsible for undertaking seminars on the Program within their respective departments, bureau, offices or corporations with the staff assistance of their training officers who shall undergo, together with Personnel Officers, a similar training program under the Civil Service Commission.

In view of the importance of these seminars in relation to the achievement of the goals of the Administration, all officials concerned are hereby requested to attend these seminars and to organize similar seminars in their respective agencies. Reports of the results thereof should be submitted to the Civil Service Commission.
