ENJOINING ALL GOVERNMENT OFFICIALS AND EMPLOYEES TO PRACTISE COURTESY.

The importance of, and need for, courtesy in our every-day life, whether in out of office, cannot be emphasized. The practice of courtesy means less misunderstanding and more goodwill that serves as foundation for harmonious relationship. For one thing, a courteous civil service is one of the essential elements that make for good, efficient government. And from the government standpoint, courtesy begets expeditious service and well-mannered conduct indicative of respect or consideration for others.

Accordingly, all heads of departments, bureaus and offices, including corporations owned or controlled by the government, as well as provincial, city and municipal governments, are hereby enjoined to launch a continuing campaign for a courteous civil service within their agencies with appropriate but reasonable sanctions for violation of such rules and regulations as may be promulgated in connection therewith. The campaign may include (a) the devotion of part of the time during seminars, symposiums, in service training sessions, and other similar activities to the courtesy campaign; and (b) the institution of such other measures as are calculated to instill firmly in the minds of their officials and employees the true and meaning of courtesy, particularly in their dealings with the general public and with one another, whether by telephone, correspondence or face-to-face transactions.1âшphi1
