[ Memorandum Circular No. 44, May 26, 1966 ]

AUTHORIZING THE HOLDING OF THE SEVENTH ANNUAL CONVENTION OF THE CONFEDERATION OF GOVERNMENT EMPLOYEES ORGANIZATION (COCGEO).

The Confederation of Government Employees Organizations will hold its Seventh Annual Convention at the SSS Conference Hall, Quezon City, on June 23-24, 1956, on the theme: “The Government Employee and the Image of the Public Service.”

The choice of this year’s convention theme is timely in view of what public opinion points to be the increasing lack of faith of the citizens in their government. It is also ample proof that the militant organization of government workers accepts the challenge posed by the need to restore the people’s faith in the public service.

The holding of the said convention is hereby authorized and government employees organizations affiliated with the COGEO may send not more than ten delegates each thereto. Their attendance shall be on official time and their expenses for transportation, subsistence, lodging and conference fees in connection therewith shall be chargeable against the appropriations of their respective offices, subject to the availability of funds and the usual accounting and auditing requirements. National and suburban local office s, including government employees organizations not affiliated with the COGEO, may each send not more than two observers to the conference on official business.1âшphi1

Delegates and observers shall submit to their respective agency beads as report of their attendance and participation in the conference.

By authority of the President

(SGD.) RAFAEL M. SALAS
Executive Secretary
