[ Memorandum Circular No. 22, March 14, 1966 ]

REGULATIONS FOR THE PROPER OBSERVANCE OF “RAMON MAGSAYSAY MEMORIAL DAY.”

WHEREAS, Proclamation No, 15 dated March 7, 1966, sets aside the 17th of March of every year as “Ramon Magsaysay Memorial Day” in honor of a man who devoted himself unselfishly to improving the lot of the poor and the humble of his countrymen; and

WHEREAS, short and simply ceremonies to celebrate the occasion are desirable in keeping with the character of the man;

WHEREFORE, the following regulations are hereby-promulgated for the observance of “Ramon Magsaysay Memorial Day” on March 17, 1966, and very year hereafter:

1. All Philippine flags here and abroad shall be flown at half-mast.

2. A 21-gun salute shall be fired at high noon in all Philippine military areas, after which the flags shall again be flown at full mast.1âшphi1

3. All public schools and government offices throughout the country shall hold a brief program in their respective premises consisting the reading of the Magsaysay Credo and a one-minute silent prayer before noon.
