[ Memorandum Circular No. 18, February 22, 1966 ]

REQUIRING THE DIRECTOR OF PRISONS, PROVINCIAL WARDENS, CHIEFS OF POLICE AND OTHER OFFICIALS CONCERNED TO SCRUTINIZE ALL PARDON PAPERS.

WHEREAS, certain pardons and other papers pertinent thereto purportedly emanating from the Office of the President may not have really emanated from this Office; and

WHEREAS, it is necessary that proper steps be taken by the authorities concerned to prevent the release of prisoners whose pardon papers are not genuine;

WHEREFORE, the Director of Prisons, the Provincial Wardens, Chiefs of Police and other officials concerned are hereby directed to examine and verify the authenticity of all pardons or commutations of sentence purportedly granted by all the President of the Philippines to prisoners under their custody and to release said prisoners only after the authenticity of their pardon papers has been clearly established.1âшphi1

In this connection, all pardons or commutations of sentence granted by the President of to the prisoners confined in the New Bilibid Prison and in penal institutions under the Bureau of Prisons shall be delivered by special courier of the Office of the President to the Manila Office of the Bureau of Prisons which in return shall transmit them through its own messenger to the Bureau of Prisons at Muntinlupa, Rizal, Pardons granted to prisoners in city, provincial, and municipal jails shall be transmitted by registered-special delivery-airmail (if available) to the authorities concerned. No handcarrying by private parties or authorized persons shall be allowed.
