[ Memorandum Circular No. 15, February 11, 1966 ]

URGING ATTENDANCE IN A SEMINAR ON LAW ENFORCEMENT PROBLEMS PARTICULARLY THOSE RELATING TO ILLEGAL TRAFFIC IN NARCOTICS AND SMUGGLING.

A five-day seminar on the problems confronting law enforcement agencies, with particular emphasis on problems arising from illegal traffic in narcotics and smuggling, will be held in Manila on March 7-11, 1966, under the auspices of the Confederation of  Chiefs of Police of the Philippines.

It need not be stressed that the coordinated efforts of all law enforcement agencies throughout the county is indispensable to the success of the Administration’s drive against lawlessness, muggling in all its forms, and illegal traffic in narcotics and other contraband items. The seminar is significant in that it could well pave the way for the concerted effort of all those directly concerned with the drive.

All chiefs of police, city and municipal mayors, as well as heads of national police agencies, are hereby authorized to attend the seminar on official business, that is, with expenses for transportation, subsistence and lodging, and registration fees in connection therewith, such expenses chargeable against their respective offices, subject to the avail ability of funds and the usual accounting and auditing requirements.1âшphi1

Delegates shall submit to their respective agency heads a report on their attendance and participation in the convention.
