[ EXECUTIVE ORDER NO. 508, March 02, 1992 ]

INSTITUTING THE LINGKOD BAYAN AWARD AS THE PRESIDENTIAL AWARD FOR OUTSTANDING PUBLIC SERVICE

I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby order:

Section 1. The Lingkod Bayan Award is hereby instituted as the Presidential Award for Outstanding Public Service to be awarded to individuals or groups of individuals in the government service who have rendered outstanding public service.

Section 2. The Lingkod  Bayan Award shall be conferred by the President or the Executive Secretary, "By authority of the President," upon recommendation of the Committee on Awards created pursuant to Section6 of Republic Act No. 6713, otherwise known as the Code of Conduct and Ethical Standards for Public Officials and Employees.

Section 3. The Committee on Award shall conduct a periodic, continuing review of the performance of public officials and employees in all branches and agencies of the Government and establish a system of annual incentives and rewards to the end that due recognition is given to public officials and employees of outstanding merit on the basis of standards set forth in the Code of Conduct and Ethical Standards for Public Officials and Employees.ℒαwρhi৷

Section 4. The Lingkod Bayan Award shall be in the form of gold medallion and plaque containing the citation and signature of the President or the Executive Secretary, "By authority of the President."

Section 5. In addition to the medallion and plaque, the incentives and awards to government officials and employees of the year to be announced in public ceremonies honoring them may, as recommended by the Committee on Award, take the form of bonuses, citations, directorships in government-owned or controlled corporations, local or foreign scholarship, grants, paid vacations, and the like, and/or automatic promotion to the next higher position suitable to their qualifications and with commensurate salary; provided, that, if there is no next higher position or it is not vacant, said position shall be included in the next budget of the office, except when the creation of a new position would result in distortion in the organizational structure of the department, office or agency. Where there is no next higher position immediately available, a salary increase equivalent to the next higher position shall be given and incorporated in the basic pay. When a new position is created, that which is vacated shall be deemed abolished.

Section 6. The Committee on Awards shall adopt its own rules to govern its activities.

Section 7. Executive Order No. 334, dated August 18, 1988, is hereby revoked.

Section 8. This Executive Order shall take effect immediately.
