[ EXECUTIVE ORDER NO. 123, October 15, 1937 ]

PROMULGATING REGULATIONS TO GOVERN SALVAGE WORK IN THE PHILIPPINES

WHEREAS, as a matter of general policy, it is in the interest of the public service that the Government promulgate regulations to govern salvage work in the Philippines;

NOW, THEREFORE, I, MANUEL L. QUEZON, President of the Philippines, by virtue of the powers vested in me by law, do hereby issue the following regulations for the guidance of all concerned:

1. No vessel shall undertake any salvage work in the Philippines without securing a permit from the Insular Collector of Customs.

2. Only vessels of America or Philippine registry shall be authorized to undertake salvage work when they are available for such work.ᇈWᑭHIL

3. In case a foreign vessel is authorized to perform salvage work, permits shall be granted subject to the condition that neither the vessel nor its officers and crew shall take use or visits ports which have not been legally declared ports of entry for foreign shipping.

4. Excepting cases of emergency where there is serious and imminent danger to life and property, no foreign vessel shall be authorized to undertake salvage work in the Philippines, unless the country in which said vessel is registered allows vessels of American and Philippine registry to perform salvage work under similar conditions within its territorial waters.
