[ ADMINISTRATIVE ORDER NO. 98, July 13, 1939 ]

AUTHORIZING GOVERNMENT OFFICERS AND EMPLOYEES TO BECOME MEMBERS OF CONSUMERS’ COOPERATIVE ASSOCIATIONS.

For the purpose of encouraging and promoting the organization of consumers’ cooperative associations in the Philippines and the establishment by such associations of consumers’ cooperative stores as a means of increasing Filipino participation in the retail trade of the country, and in order that Government officers and employees may cooperate in the establishment of such associations, I, Manuel L. Quezon, President of the Philippines, by virtue of the powers vested in me by law, do hereby authorize any officer or employee of the different Departments, Bureaus, offices, agencies, and instrumentalities of the National Government and those of the provinces, cities, and municipalities, and other political subdivisions, to become a member in any such association without the necessity of asking for individual permission from the corresponding Head of Department. The authorization herein granted shall not, however, be understood to permit any officer or employee desiring to become a member of a consumers’ cooperative association to use official time and property in the organization or administration of such association.ᇈWᑭHIL
