RESOLUTION No. 3426

RESETTING THE SCHEDULED DEADLINES FOR THE FILING OF CERTIFICATES OF CANDIDACY AND OTHER RELATED ACTIVITIES FOR PURPOSES OF THE MAY 14, 2001 NATIONAL AND LOCAL ELECTIONS

WHEREAS, recent events regarding the use of automated counting machines even in countries like the USA and Venezuela do not augur well for the implementation of the Automated Election System nationwide in the May 14, 2001 national and local elections;

WHEREAS, since the Automated Election System shall be implemented only in certain selected areas in the country, there is no need to pre-print the names of the candidates in all the official ballots to be used in the elections;

WHEREAS, Sec. 23 of RA 8436 authorizes the Commission to fix official dates for certain pre-election activities.

NOW, THEREFORE, by virtue of the power vested in it by the Constitution, the Omnibus Election Code and other election laws, the Commission on Elections RESOLVED as it hereby RESOLVES to amend the deadlines of the filing of certificate of candidacy and other related activities, as follows:

November 30, 2000 - Start of holding political conventions or meetings for the nomination or selection of official candidates for national and/or local positions of any political party or organization or political groups or coalition.

January 2 to January 14, 2001- Period for the filing of certificates of candidacy for elective positions in the ARMM.

January 2 to February 12, 2001 – Period for the filing of certificates of candidacy for all elective positions outside of the ARMM.

February 12, 2001- Last day to submit certificate of nomination of candidates of registered political parties.

February 12, 2001-Last day for party, organization or coalition to file manifestation of desire to participate in the party-list system.

February 17, 2001- (1) Last day to file petitions to deny due course or cancel a certificate of Candidacy; (2) Last day to file a petition to declare as nuisance a registered candidate.

The Education and Information Department, this Commission, shall cause the immediate publication of this resolution in two (2) daily newspapers of general circulation in the Philippines and shall furnish copies thereof to all heads of registered national political parties, Regional Election Directors, Provincial Election Supervisors, Election Officers and all Department, Bureaus, Offices and Agencies deputized by the Commission.

Let the Office of the Executive Director implement this resolution.
